Our mission is to provide community mobilization services for the communities that we support throughout Manitoba. We are a consent-based, culturally inclusive and client-centred program that seeks to identify the challenges our clients face, support them with multi-disciplinary teams and assist them in reaching their individual goals. Ultimately, this creates healthier and safer communities for everyone.
START Model Programs collaborate with our community partners to create a team that works alongside the participant to help you reach your goals.

Community Mobilization (CM) is a collaborative, multi-sectoral approach to community safety. It brings together various social services to develop a coordinated response aimed at supporting individuals and families at-risk.
These collaborative efforts improve outcomes in education and employment, housing stability, family well-being, and reduce contact with the justice system by addressing root causes. This approach deviates from mainstream policy models, prioritizing empowerment-based interventions, which aim to strengthen the problem-solving resources of the community (Public Safety Canada).
Manitoba’s CM Initiatives:
Manitoba’s approach to CM recognizes the unique needs and challenges of each community. This approach empowers communities to choose the CM model that best aligns with their specific needs. Currently, Manitoba supports 15 CM initiatives province-wide through dedicated funding.
START Model Programs operate on First Nation Treaty Territories 1 and 2, and on the homeland of the Métis Nation. We respect that First Nations treaties were made on these territories, acknowledge harms and mistakes, and dedicate ourselves to collaborate in partnership with First Nations, Inuit and Métis peoples in the spirit of reconciliation.
Our youth programs coordinate the inter-agency case planning for youth facing multiple challenges and utilize community and family resources to support the youth and their family through difficult circumstances.
A community mobilization program based on the START model that serves adult clients. The objective of the program is to assist clients to reduce their involvement in the justice system by supporting positive behaviours and creating and achieving meaningful goals.
START Families is a consent based community mobilization program. Utilizing the START and Safe & Together Models, we assist adults who are perpetrators of domestic violence to create new outcomes for their families.
