Community Resource Network - Stonewall

The Community Resource Network began operating in the Southwest Interlake Region in 2009 and joined the successful START Model Programs in 2024. 


Resource assists youth, adults, and their families facing challenges in various areas of their lives through collaborative case-planning, navigation and connection to resources, advocacy, and provides ongoing supports.


Resource is a consent-based and client-centred program. 

rESOURCE - YOUTH program

Participants must reside in Stonewall, Town of Teulon, or the RM of Rosser, Rockwood, or Woodlands.

The Community Resource Network is a community mobilization program that focuses on collaborating with community agencies to create a team to work alongside the client and their family. Monthly team meetings allow all agencies involved with the client to fully understand their unique situation and collaboratively create solutions.


Resource assists youth who are experiencing challenges in various areas of their lives by coordinating and advocating for resources, and providing ongoing supports.

The Community Resource Network can assist youth and their families with the following:

  • School refusal/poor school attendance 
  • Poor academic achievement
  • Victimization and/or bullying
  • Difficulty attaining and/or maintaining employment
  • Concerning or problematic substance use
  • Sudden changes in mood and/or behaviour
  • Mental health, trauma and well-being concerns
  • Self-harm, suicidal ideation and/or attempt
  • Unstable housing/living arrangements
  • Involvement with law enforcement and/or criminal activity
  • Involvement with the justice system
  • Safety planning 

 To be eligible for the Youth program, clients must:

  • Be under the age of 18 (or under 21 if still in school)
  • Be experiencing challenges in various areas of their lives.
  • Reside in the catchment area(s) of the program

Re-START for Adults - Stonewall

Services are available to participants residing in the Town of Stonewall, Town of Teulon, Rural Municipalities of Rosser, Rockwood, and Woodlands. 


Re-START began serving adults involved in the justice system on April 1, 2019. 

The program, initiated by the Department of Justice, is offered in several communities across Manitoba.


 To be eligible for the Re-START Program, clients must:

  • Be over the age of 18
  • Have justice system involvement (police, probation, court, in custody)
  • Reside in the catchment area(s) of the program

 Re-START helps to support clients who may be struggling in the following areas:

  • Lack of/inadequate housing
  • Justice system involvement
  • Problematic substance use
  • Unemployment
  • Mental or physical health concerns
  • Returning to school
  • Family relational difficulties

 Goals of the Re-START Program includes:

  • To assist clients by coordinating and advocating for resources by using a non-judgmental and client-centred approach.


  • To assist our clients to reduce their involvement in the justice system through creating and achieving meaningful goals.

  • Supporting adults who are Justice Involved and reduce their involvement in the justice system by supporting positive behaviours by creating and achieving meaningful goals.
  • Utilizing community and family resources to intervene, plan for and support clients.
  • Ensuring all services relevant to the client are being accessed.
  • Provide coordination of interagency case planning and advocacy.
  • Assist with some school or employment related costs.
  • Assist with completing applications for treatment programs, schooling, and government services.
