DART Program - Dauphin

Participants must reside in the city and the RM of Dauphin, Villages and RM's of Ochre River, Winnipegosis, Ethelbert, Grandview, Gilbert Plains or Valley River First Nation.


Dart's mandate is to Coordinate the inter-agency case planning for at-risk youth and utilize community and family resources to support these youth.

DART for Youth - Dauphin

The DART Program began accepting youth referrals in March 2008.


The DART Steering Committee was developed in January 2006.

  • The Committee was established to coordinate an approach for information sharing between agencies working with the high-risk youth population.  
  • This coordinated effort provides early identification of youth with multiple issues and complex needs, and plans for interagency intervention and timely implementation of appropriate consequences for unacceptable and illegal activity. 


The Coordinator assists the parent/guardian to create a "triage list" of places to check when their child has not returned home and service providers on the youth's team can use their knowledge to provide needed information to police should the youth be reported missing. 


This information is also used to create a safety plan with the youth and parents which can include a variety of ways to connect with each other. The list will also provide needed information for the police if they need to become involved, making the chances of locating the youth much higher and more expedient, for the DART Program this has meant a return of 100% of the clients reported missing. 

Re-START for Adults - Dauphin

Participants must reside in the city and the RM of Dauphin, Villages and RM's of Ochre River, Winnipegosis, Ethelbert, Grandview, Gilbert Plains or Valley River First Nation.


Re-START began serving adults involved in the justice system in 2019. 


The program, initiated by the Department of Justice, is offered in several communities across Manitoba.


To be eligible for the Re-START Program, clients must:

  • Be over the age of 18
  • Have justice system involvement (police, probation, court, in custody)
  • Reside in the catchment area(s) of the program

Re-START, based on the START Model, is a Community Mobilization Initiative that provides a coordinated interagency case planning program for adults that are Justice involved. 


Re-START coordinates a multi-agency case planning approach for Justice involved individuals utilizing community and family resources to support these individuals to address criminogenic needs. 

Through a planned approach, clients will set goals; plan steps to reach those goals, refrain from further involvement in the Justice System.

How we help:

  • Supporting adults who are Justice Involved in creating and reaching positive goals.
  • Utilizing community and family resources to intervene, plan for and support clients.
  • Assist our clients to reduce their involvement in the justice system by supporting positive behaviours through creating and achieving meaningful goals.
  • Ensuring all services relevant to the client are being accessed and the client is progressing through the program in the most effective way possible.
  • Provide coordination of interagency case planning and advocacy
  • Assist with some school or employment related costs
  • Assist with completing applications for treatment programs, schooling and government services.

The START Families Program

START Families is a consent based community mobilization program.


Utilizing the START and Safe & Together Models, we assist adults who are perpetrators of domestic violence to create new outcomes for their families.

To be eligible for the START Families Program, clients must:

  • Be over the age of 18
  • Have a history of perpetrating domestic violence/coercive control
  • Reside in the catchment area(s) of the program


Participants of START Families must reside in Selkirk, St. Andrews, St. Clements, Brokenhead Ojibway Nation, Beausejour, Oakbank, Ste. Anne, Steinbach, or Dauphin.
