Re-START for Adults

Re-START is one of three programs offered by The START Program. 


Re-START is a consent-based and voluntary program that works with adults who have had contact with the justice system.


The Re-START program assists clients by coordinating and advocating for resources by using a non-judgmental and client-centred approach.


Re-START began serving adults involved in the justice system on April 1, 2019. 

The program, initiated by the Department of Justice, is offered in several communities across Manitoba.

The program is now available in all areas with START Model Programs:

  • SELKIRK
  • DAUPHIN
  • GIMLI
  • STEINBACH
  • STONEWALL

The START Model:

The Re-START program is based on the START model. 


  • START is a community mobilization model that focuses on collaborating with community agencies to create a team that works alongside the client to best support them.
  • Monthly team meetings allow all agencies involved with the client to fully understand the client's unique situation and collaboratively create solutions.
  • START works from a client-centred, trauma-informed, and culturally inclusive perspective. 

Re-START Programs:

START - Selkirk, St. Andrews, St. Clements, Brokenhead Ojibway Nation

DART - City and RM of Dauphin, Villages and RM's of Ochre River, Winnipegosis, Ethelbert, Grandview, Gilbert Plains or Valley River First Nation.

HEADWAY - Steinbach, RM of Hanover

F.Y.R.S.T. - Gimli,  Arborg, Riverton, Winnipeg Beach

Resource -  Town of Stonewall, Town of Teulon, Rural Municipalities of Rosser, Rockwood, and Woodlands.  

Re-START supports clients struggling in the following areas:

  • Lack of/inadequate housing
  • Justice system involvement
  • Unhealthy substance use
  • Unemployment
  • Mental or physical health concerns
  • Returning to school
  • Family relational difficulties 

Who is eligible?

To be eligible for the Re-START Program, clients must:

  • Be over the age of 18
  • Have justice system involvement (police, probation, court, in custody)
  • Reside in the catchment area(s) of the program
