ARC - Winkler

The ARC Program is a community mobilization program that focuses on collaborating with community agencies to create a team to work alongside the client to best support them. 

Monthly team meetings allow all agencies involved with the client to fully understand the client’s unique situation and collaboratively create solutions. 

  

The program, previously known as Community Care, was formed in 2016 and began accepting clients in 2018. In 2025, the program joined the START Model Programs and was renamed to The ARC Program.


  The ARC Program works from a client-centred, trauma-informed, and culturally inclusive perspective. 

ARC for Youth

Participants must reside in Winkler, the RM of Stanley, or within the Garden Valley School Division.

ARC Youth assists youth who are experiencing challenges in various areas of their lives by coordinating and advocating for resources and providing ongoing supports.

The ARC Youth program can assist youth and their families with the following:

  • Mental Health Concerns
  • Physical Health Concerns
  • Substance Use Concerns
  • School Refusal/Lack of Attendance
  • Academic Struggles
  • Involvement with Police
  • Involvement with Probations
  • Involvement with CFS
  • Being the Victim of a Crime
  • Family Relational Concerns

 To be eligible for the ARC Youth program, clients must:

  • Be under the age of 18 (or under 21 if still in school)
  • Be experiencing challenges in various areas of their lives
  • Reside within the catchment area(s) of the program.

Re-START for Adults - Winkler

Participants must reside in Winkler, the RM of Stanley, or within the Garden Valley School Division.

Re-START began serving adults involved in the justice system in 2019.


The program, initiated by the Department of Justice, is offered in several communities across Manitoba.


To be eligible for the Re-START Program, clients must:

  • Be 18 years old or older
  • Have been involved in the justice system in any way (mental health assistance, missing, charged, etc.)
  • Reside within the Garden Valley School Division catchment area

The Goal:

The goal of the program is to assist clients by coordinating and advocating for resources by using a non-judgemental and client-centred approach. 


We also assist our clients to reduce their involvement in the justice system by creating and achieving meaningful goals.




Support:

Re-START is dedicated to supporting Justice-involved adults experiencing challenges with:

  • Lack of/inadequate housing
  • Justice system involvement
  • Problematic substance use
  • Unemployment
  • Mental or physical health concerns
  • Returning to school
  • Family relational difficulties
